The rules and regulations covering the export & import of goods across the world have never been as difficult or as confusing as they are today.

A number of countries have their own existing regulations, other countries group their regulations like the EU. But then again exceptions are made between countries.

For example, do you know the import rules for WPM (Wood Packaging Material) of Bulgaria? In case you don't know, look no further, we can provide you this information.

Before we continue it is important to understand the difference between quarantine and pre shipment (QPS), to comprehend the rules and regulations.

'quarantine' and 'pre shipment' defined?

quarantine:

Treatments to prevent the introduction, establishment and/or spread of quarantine pests (including diseases), or to ensure their official control, where:

  • Official control is performed by, or authorized by, a national plant, animal or environmental protection or health authority.
  • Quarantine pests are pests of potential importance to endangered areas or areas where the pest is present but not widely distributed and officially controlled.

Quarantine use doesn’t have to be for a specific pest, but can also be for a broad performance-based quarantine requirement. To qualify for an exemption, these applications must meet the definition of preshipment use.

pre shipment:

All non-quarantine treatments applied within 21 days prior to export to meet the official requirements of the importing country or existing official requirements of the exporting country.

Official requirements are those which are performed by, or authorized by, a national plant, animal, environmental, health or stored product authority.
